Lemon Grove man, Justin Foulds plead guilty of being under the influence when his vehicle struck 73 year old Celia Torres when she was driving her grandson, 17 year old David and both were killed as a result of the collision. Mr. Foulds was found to be three times the legal limit at a 0.26% Blood Alcohol level (BAC). Mr. Founds was sentenced to 12 years in prison by a Judge in the El Cajon Court house.
